01 / What Is A PPO?

The License Behind Every Security Company

In California, anyone who provides security guards or patrol services for compensation must hold a Private Patrol Operator (PPO) license from the Bureau of Security and Investigative Services. There's no legal way around it — operating without one is a misdemeanor.

Every PPO must run under an approved Qualified Manager — a person who passes a state exam and meets strict experience requirements. For most first-time applicants, that combination of an exam, experience documentation, insurance, background checks, and a stack of forms is exactly where things stall. That's where we come in.

The Bar

What BSIS Requires

  • An approved Qualified Manager on file
  • A passing score on the two-hour QM exam
  • Documented qualifying security experience
  • DOJ & FBI background check via Live Scan
  • $1,000,000 general liability insurance
  • A complete, correctly-filed application package
02 / Why People Get Stuck

BSIS Is Not Built For Beginners

The requirements aren't just long — they're easy to get wrong, and a rejected application can cost you your fees and months of delay. These are the spots where applicants most often stumble.

01

The Qualified Manager

No approved QM, no license — full stop. Figuring out who qualifies and getting them approved trips up most new applicants.

02

The Two-Hour Exam

A timed state exam on the Private Security Services Act, business practices, and operations — with very little official study material provided.

03

Experience Documentation

Thousands of hours of qualifying experience must be proven on the right forms, exactly the way BSIS expects to see it.

04

The Form Stack

Multiple applications, personal identification forms, business-name authorization, photos, and corporate documents — one error gets the package bounced.

05

Insurance & Background

Securing the required $1M liability coverage and completing Live Scan in the correct order, at the right time, to avoid rejection.

06

The BreEZe Portal

Filing and tracking everything through the state's online system — confusing on a good day, costly when something goes sideways.

Requirements, forms, and fees for the PPO license are set by the California Bureau of Security and Investigative Services and may change. This page is informational and is not legal advice. We assist with preparation and filing but cannot guarantee BSIS licensing approval or exam results.

PPO Consulting FAQ

Do I really need a PPO to start a security company? +

Yes. In California, providing security guard or patrol services for compensation requires a Private Patrol Operator license from BSIS. Operating without one is a misdemeanor, so it's the first thing to get right.

Can you take the qualified manager exam for me? +

No — the exam must be taken by your designated qualified manager. What we do is prepare you thoroughly for it, since BSIS provides very little official study material and the test is timed.

What if I don't have the required experience hours? +

That's one of the first things we review. Depending on your situation, options can include building qualifying experience or designating a qualified manager who already meets the requirement. We'll lay out the realistic paths in your consultation.

How long does the whole process take? +

It varies — the background check and BSIS processing alone can take several weeks, and timelines depend on your experience, business structure, and how quickly documents come together. We'll give you a realistic estimate up front.

Do you guarantee I'll get approved? +

No one can guarantee BSIS approval or exam results. What we do is dramatically improve your odds and your speed by getting the experience, forms, and sequencing right the first time — avoiding the mistakes that get applications rejected.
